Indiana Supreme Court Mandate Spurs the use of Document Imaging Technology

Bloomington, Indiana – October 30, 2003 – Assessors in Jefferson, Monroe and DeKalb Counties are among nine county assessor offices that are using DoxTek imaging systems to align with the Fair Market Value mandate from the Indiana Supreme Court during the 2002 general reassessment.

According to the Department of Local Government Finance (DLGF), data from sales disclosure forms, a key document in assessment-sales ratio studies and equalization, are now required to be archived in an electronic database and transferred to the State through electronic means. 

Judith Sharp of Monroe County was the first Indiana county assessor to use DoxTek’s technology.  “Our imaging system allows us to meet the requirements of administrative rule and process our disclosure forms more quickly.  No longer do we have to enter all the sales disclosure data by hand,” said Sharp.

The imaging systems in all nine counties use a document scanner and text-recognition software.  The scanner converts the disclosure forms into a digital image while the software “reads” the information contained within the image.

Both the image and the data are sent to an electronic repository, as defined by the DLGF, and can be transmitted to the State upon request.  Data within the repository is accessible by predefined fields (such as parcel number, name, date and address) from a desktop computer.

“Information accessibility is an incredible benefit of document imaging,” said DoxTek’s vice president David Taylor.  “Rifling though a filing cabinet for sales disclosure information is no longer necessary.”
